A BILL to Bill Titleamend the code of West Virginia, 1931, as amended, by adding thereto a new section, designated §18-2-10a; and to further amend said code by adding thereto a new section, designated §18B-10-7c, all relating to Title Languageproviding tuition and fee vouchers for students who sound Taps during a military honors funeral.

Be it enacted by the Legislature of West Virginia:
That Enacting Sectionthe code of West Virginia, 1931, as amended, be amended by adding thereto a new section, designated §18-2-10a; and that said code be further amended by adding thereto a new section, designated §18B-10-7c, all to read as follows:
CHAPTER 18. EDUCATION.

ARTICLE 2. STATE BOARD OF EDUCATION.

§18-2-10a. Veteran's funeral assistant tuition or academic fees voucher program.

(a) The state board shall create a tuition and required fees voucher form in the amount of twenty-five dollars to be awarded by funeral directors as provided in subsection (b) of this section. The state board shall provide for the distribution of the form and an explanation of its use to every funeral director in this state. The state board may not charge a fee for the form or for the distribution of the form. The state board shall encourage schools to grant an excused absence to a student in grade six to grade twelve who sounds Taps during a military honors funeral for a deceased veteran.
(b) A funeral director shall issue a tuition and required fees voucher in the amount of twenty-five dollars to a student in grade six to grade twelve or enrolled at a state institution of higher education who sounds Taps on a bugle, trumpet or cornet during a military honors funeral held in this state for a deceased veteran. The student may use the tuition and required fees voucher at any time toward the payment of tuition and required fees at a state institution of higher education as provided in section seven-c, article ten, chapter eighteen-b of this code. The vouchers are not transferrable.
CHAPTER 18B. HIGHER EDUCATION.

ARTICLE 10. FEES AND OTHER MONEY COLLECTED AT STATE INSTITUTIONS
OF HIGHER EDUCATION.
§18B-10-7c. Tuition and fees vouchers for veteran's funeral assistants.

Each state institution of higher education shall credit twenty-five dollars toward the payment of tuition and required fees for each tuition and fee voucher presented to it by an undergraduate student who was awarded the voucher in accordance with section ten-a, article two, chapter eighteen of this code: Provided, That a student may not present more than four vouchers for this purpose in the same semester.


NOTE: The purpose of this bill is to provide a $25 tuition and fee voucher redeemable at state institutions of higher education for students enrolled in grades 6 to 12 or at a state institution of higher education who sound Taps during a military honors funeral for a deceased veteran.
